Election 2004: the aftermath for children after we have all had a chance to recover from the federal election, the NCA would like to invite its members in the Ottawa area to join in a discussion of the results for the broader NGO community. It will be a chance to share ideas and thoughts, among NGOs and others who interact with parliamentarians and government. We can share information about what the new priorities are likely to be, and identify the possible windows of opportunity. It is not designed as any kind of effort to build a coalition or take collective action although participants are free to plan further action if they choose. A couple of speakers are anticipated, including Jean-Jacques Blais a Liberal MP during the previous minority governments of 1972 and 1979, as well as a media personality. Canadian Housing and Renewal Association (CHRA) is a national non-profit organization that promotes access to adequate, affordable housing for low- and modest-income households seeks to heighten awareness of affordable housing issues through research, advocacy, networking and communications. CHRA's members include community-based non-profit housing organizations, municipalities, provincial housing agencies, private developers, academics, tenants' associations, and others interested in low- and modest- income housing needs. We look forward to working with the CHRA on advocating for affordable housing for Canadas children, as part of our overall position on meeting their basic needs.  NEWS FOR OUR MEMBERS: 1.The Canadian Council on Social Development has released a study that sheds new light on how a new funding regime is impeding the work of nonprofit and voluntary sector organizations in Canada. Funding Matters chronicles how a decade of cost-cutting and restructuring has changed the way organizations survive and thrive in what has become a competitive and volatile fiscal environment. This research assesses the impact of these important changes on the capacity and long-term sustainability of nonprofit and voluntary organizations. The CCSD has developed an Action Plan to communicate the wealth of information found in Funding Matters and to mobilize interest behind funding reform. We are interested in reaching out to community groups across the nonprofit and voluntary sector to 1) explore the relevance of report findings for their communities, 2) identify key issues of concern, and 3) hear about possible strategies for change relevant to their community and the broader sector. This information will form the basis of a broader strategy to promote funding reform. A new report released by Amnesty International details the plight of thousands of families whose members have been detained as suspects worldwide in the so-called war on terror. Forced to endure fear and uncertainty because of the prolonged and indefinite detentions of their relatives, who are held with no safeguards and with a disturbing disregard for international law, the suffering of these families is often exacerbated by the lack of recognition of their plight. In every place they are being detained, such as the Persian Gulf, certain countries in the Middle East, Guantanamo Bay, jails in the US itself or in the countries that are its allies, including Canada, the secrecy surrounding these detentions leaves families in emotional turmoil. The USA and other countries holding detainees in the context of the "war on terror" continue to refuse to disclose sufficient information about them and in some cases the fate and whereabouts of those targeted remain shrouded in secrecy. The majority of these families first hear of their relatives' detention in the media or from friends. Up to this date, Amnesty International has not even been able to get an accurate figure on the number of those arrested, as the authorities holding them refuse to disclose full information. With election promises on health care and military spending flying fast and furious, Mr. Dudding notes that the silence on the future of this countrys social union is glaring. Recalling the decline in social spending and services for children and their families over the past decade, as well as unrealized commitments like the Social Union Framework Agreement and the National Childrens Agenda, Dudding points with optimism to the creation of the new Department of Social Development and the initiatives of several provinces to increase involvement of communities in child welfare systems. It is especially crucial that these efforts and others that are needed are highlighted during this election campaign. The electorate should be reminded of the importance of their social programs and should seek answers from their candidates on a number of questions, including: what is their commitment to achieving the goals of the National Childrens Agenda. ISSUE ALERT: Street kids take their money into their own hands: A bank run by a group of Indian street-children for three years has decided to go global, as reported in the Hindustan Times newspaper. The Bal Vikas Bank, or Child Development Bank (CDB), was started for Delhi's street-children by the non-governmental organisation Butterflies three years ago and now plans to open branches in other Indian cities as well as in Afghanistan, Bangladesh and Nepal. The CDB's 400 account holders -- mostly "rag pickers" and street-children -- own and run the bank from its headquarters at a night shelter for homeless children. Many of the children, some as young as 10 and 11, sell newspapers, boxes of tissues and other wares at traffic intersections. Some work on daily wages. Others collect waste and then sell it for recycling. To open an account, a child first has to become a member of the club that works as collective guarantor. The bank also disburses loans, but the applicant has to sign an undertaking that the money will not be used for wasteful expenditure. Bijaya Sanju from Nepal's NGO Concern said the concept should be implemented in all countries that had street children. "It will help them become self dependent and gradually move off the streets," he said. On the eve of World Refugee Day (20 June), the Canadian Council for Refugees (CCR) has deplored the inhumane and excessive delays in Canadian procedures for reuniting the families of refugees. It is unacceptable that a country that claims to be humanitarian should keep refugees accepted in Canada separated from their families for years said Nick Summers, CCR President. These timeframes are even less acceptable in the case of families waiting in countries at war or in refugee camps. Citizenship and Immigration Canadas statistics on processing times show that in some regions of the world, the majority of refugee families must wait more than two years before they can travel to Canada to be reunited with their family members here. This is the case for the Democratic Republic of Congo and the countries of West Africa. The most outrageous situation is when there are minor children who are separated from their parents, said Felly Ngankoy of the Communaut Catholique Congolaise de Montral. How is it possible that the government has no expedited procedure for separated children, even though many of these children are in countries at war where their life is in danger and there is a strong risk of being recruited as child soldiers? The situation of these children stands in sharp contrast to the obligations of Canada under art. 22 and others of the Convention on the Rights of the Chid. The CCR is calling for immigration policies to be amended so that, as soon as a refugee is accepted in Canada, immediate family members who are overseas can travel at once to Canada. Processing of their applications, including security reviews and medicals, could then be conducted in Canada. Canadas delegation to the UN Committee, including the youth participants, and other senior government officials and non-governmental organizations are among the invitees. The Coalitions reviews of Canadas progress in implementing the Convention have been presented to the UN Committee on the Rights of the Child. The Coalition has developed educational resources and monitoring tools to support promotion, awareness and skill development in the non-governmental sector. The International Institute for Child Rights and Development is a Canadian leader in community-based, national, regional and international applications of the Convention that provide a "culturally grounded" approach to children's rights, building on children's natural resiliency (strengths) as well as the strengths of families, communities and culture. The Institute has developed a variety of education and training manuals highlighting these applications and has the role of special advisor to the CCRC. The Society for Children and Youth of BC has over a decade of experience focusing on childrens Convention rights, including the development of educational materials and analytical tools, legal and policy research, and consultations and forums, and is represented on the board of the CCRC. The National Children's Alliance is a network of 57 national organizations committed to improving the lives of children and youth in Canada.
